What is the Pennsylvania iGaming licence?
A Pennsylvania iGaming licence is the approval that lets a company offer legal online casino and poker games to players in Pennsylvania. First, the Pennsylvania Gaming Control Board (PGCB) regulates the market and issues the authorisations. Then each brand runs under a licensed casino, because Pennsylvania ties interactive gaming to its land-based casino licences. Pennsylvania legalised interactive gaming through Act 42 of 2017, and the first platforms went live in 2019. Since then, the market has grown into one of the busiest regulated online casino markets in the country.
In practice, the licence that authorises interactive gaming is called an interactive gaming certificate, and only a licensed land-based casino can hold one. Therefore, a commercial brand enters through a market access agreement with a certificate holder and runs as a skin under that casino.
Who can hold a Pennsylvania iGaming licence?
Interactive gaming certificates are issued only to licensed land-based casinos in Pennsylvania. As a result, a commercial brand or platform provider cannot apply for one directly.
Instead, the brand negotiates a market access deal with a casino that already holds a certificate. In that arrangement, the brand operates as a skin under the casino authorisation, and it typically pays the casino a share of gross gaming revenue for that access, commonly in the range of 15% to 25%. In addition, platform providers, vendors, and affiliates carry their own PGCB licensing requirements.

First, the interactive gaming certificate authorises interactive gaming itself, and a licensed land-based casino holds it. Notably, a casino can take the certificate for one vertical at a time or for all three together.

Next, Pennsylvania treats interactive slots, interactive table games, and interactive poker as separate verticals. Because of that, the cost and the tax rate depend on which products a certificate covers.
Platform providers, vendors, and affiliates
In addition, a company that supplies or operates the platform on behalf of a certificate holder needs its own PGCB licence, and vendors and affiliates are licensed or registered according to what they do. For most commercial brands, this licence sits alongside the market access agreement rather than replacing it.

To begin, the PGCB reviews the suitability, integrity, and finances of every applicant and the people behind it. Beyond that, several Pennsylvania requirements shape how a project is planned.
Financial suitability behind the certificate
Because interactive authorisation sits on top of an underlying land-based licence, the certificate holder must satisfy the financial suitability standards that apply to casino operations. For a digital brand, that means the casino partner carries obligations that the brand needs to understand before signing.
The probity review
The PGCB investigation is detailed. In practice, it examines gaming-related business ventures and financial relationships going back seven years, and investigators may interview associates and contact banks directly. For that reason, groups with international corporate structures should plan for a longer review and prepare documentation early.
Where the servers must be located
Gaming servers must be located within Pennsylvania, or in approved facilities that give regulators real-time access. Consequently, an operator cannot simply run Pennsylvania play from a centralised multi-state cloud, and the in-state setup becomes part of the project budget.
Player protection and geolocation
Operators verify that players are 21 or older, and geolocation must confirm that every wager is placed inside Pennsylvania. In addition, responsible gaming controls and player account protections apply throughout.

Before launch, the platform and its components are certified by approved testing laboratories, covering areas such as the random number generator, know your customer checks, and geolocation. In practice, custom-built platforms can spend 8 to 12 months in technical certification. Overall, operators should plan for roughly 18 to 24 months from application to launch.
